About the Local Offer

The Local Offer is a way of giving children and young people with special educational needs and/or disabilities (SEND) and their parents or carers information about what activities and support are available in the area where they live.

The Council for Disabled Children (CDC) have produced a video which provides information about what a Local Offer is. This can be viewed at the bottom of this page. Sheffield's Local Offer

The Local Offer is part of the Sheffield Directory, which also contains information for children, young people and families, and for adults. It brings together helpful and useful information located in one easily searchable website which is accessible through smart phones and tablets.

The Local Offer contains a wide range of information and services to support children and young people with special educational needs or disabilities. These include services provided by the Local Authority and the health service, as well as services provided by the voluntary and private sectors (e.g. charities and disability groups, nurseries, youth clubs, leisure activities etc.).

Additional information is be available for young adults. The Sheffield Local Offer is intended to help you make informed choices about things that are important to you such as where to live; transport; social activities, work and training; and making the transition to adulthood.

Who is it for?

The Local Offer is for parents and carers of children and young people with SEND, as well as the young people themselves.

It’s also a resource that individuals, groups or organisations can draw on in the work that they do in supporting children, young people and their families, by highlighting other resources, services or guidance that may be accessed.

How does it help me?

It will make it easier to find out what you need to know and when you need to know it, so you’re less reliant on other people or word of mouth suggestions. You can find the nearest and most suitable services, give feedback, raise concerns or make a comment or complaint.

How can I give feedback?

The local authority must involve children and young people with SEND and their parents and carers in preparing and reviewing the Local Offer.

Please tell us what you think about the Local Offer website by completing a short questionnaire.

Alternatively, you can use the Contact Us form to get in touch. For example, you might want to tell us about groups or services that aren’t currently included, information that is missing, or links that don't work.

If you come across information that is out of date or incorrect, please use the button "Is this information correct?" which appears in the top left corner of every page or listing.

If you need specific advice or support in relation to your child or young person with SEND, please click on Request SEND Advice and Support. Your query will be sent to SENDIAS (SEN and Disability Information Advice and Support Service - formerly known as Parent Partnership Service).

Feedback received

The local authority must publish what children, young people and parents tell it about the Local Offer. This includes feedback about the Local Offer website and about the quality and sufficiency of local SEND provision.

Feedback from parents

Much of this information is collected by the Sheffield Parent Carer Forum. The local authority must say clearly what it will do about the comments it has received. You can download "You said, we did" documents and annual reports from the Downloads box on this page.

More than 700 parents have also given feedback in the comprehensive State of Sheffield survey carried out by Sheffield Parent Carer Forum (SPCF) between November 2018 and January 2019. You can read either a summary, or the full report on their website: 

Feedback from young people

Young people with special educational needs and disabilities came to an engagement event in February 2020 at Sheaf Training College. They told the local authority how they like to spend their time, about their goals, and how they like to be communicated with and consulted. Thank you to all the young people who took part.

The local authority will work with providers, services, parents and most importantly young people, to make sure that the local authority has a plan on how they put in place the recommendations from the report.
