• RPC Programme: This initiative, launched in 2018, encourages local authorities across England to integrate services and approaches that address parental conflict into their local family support services, such as Early Help and Family Hubs.
• Voice of the Child: The programme emphasizes ensuring the child's perspective is heard and recorded in assessments and decision-making processes. This goes beyond verbal communication to include non-verbal cues and behaviour. Devon County Council, for example, incorporated child assessment measures into their RPC practice to specifically capture the child's voice.
• Distinction from Domestic Abuse: A key focus of the RPC programme is differentiating between parental conflict (which the programme addresses) and domestic abuse, where there is an imbalance of power and one parent may be fearful of the other. Domestic abuse situations require specialist safeguarding measures.
• Practitioner Training: A major component of the programme is training frontline practitioners (e.g., social workers, front line staff etc) to identify parental conflict, understand its impact on children, and build their skills and confidence to work with or refer parents for appropriate support
